NASA Issues Broad Agency Announcement For Heavy Lift Studies

WASHINGTON -- NASA has issued a Broad Agency Announcement (BAA) seeking proposals and industry input on heavy-lift system concepts and propulsion technology.

NASA is seeking an innovative path for human space exploration that strengthens its capability to extend human and robotic presence throughout the solar system. The information also may help lay the groundwork for humans to safely reach multiple potential destinations, including asteroids, Lagrange points, the moon and Mars.

The total funding available under this announcement is approximately $8 million; maximum individual contract award is $625,000. The deadline for submitting proposals is July 29, 2010.

Submissions should include assessments of a variety of heavy-lift launch craft and in-space vehicle architectures using various propulsion combinations. The submissions also should explain how the architectures can be employed to meet mission objectives. Proposals should capture potential system architectures and identify technology gaps, including propellant tanks, main propulsion elements and rocket health management.

A variety of in-space architectural elements may be included, such as propellant depots, and space transfer stages and vehicles. The focus will be on developing affordable system concepts that may be used by multiple entities, such as the Department of Defense, commercial corporations and international space agencies.

I as an international, figure a significant advancement from the shores of America with the implementation of a naturally gifted peoples man. An introduction to the Monroe doctrine.

The Monroe doctrine clearly needs a new adaptable scope vessel for a more futuristic United states of America development path.
It has been quoted significantly among others as a building mechanism for a John F Kennedy speech which built foundation upon the John F Kennedy space programme.

The Monroe Doctrine is a United States doctrine which, on December 2, 1823, proclaimed that European powers would no longer colonize or interfere with the affairs of the newly independent nations of the Americas. The United States planned to stay neutral in wars between European powers and their colonies. However, if these latter types of wars were to occur in the Americas, the United States would view such action as hostile. President James Monroe first stated the doctrine during his seventh annual State of the Union Address to Congress, a defining moment in the foreign policy of the United States.
The three main concepts of the doctrine—separate spheres of influence for the Americas and Europe, non-colonization, and non-intervention—were designed to signify a clear break between the Americas and the autocratic realm of Europe. Monroe's administration forewarned the imperial European powers against interfering in the affairs of the newly independent Latin American states or potential United States territories. While Americans generally objected to European colonies in the Americas, they also desired to increase United States influence and trading ties throughout the region to their south. European mercantilism posed the greatest obstacle to economic expansion. In particular, Americans feared that Spain and France might reassert colonialism over the Latin American peoples who had just overthrown European rule. Signs that Russia was expanding its presence southward from Alaska toward the Oregon Territory were also disconcerting.
By the mid-1800s, Monroe's declaration, combined with ideas of Manifest Destiny, provided precedent and support for United States expansion on the American continent. In the late 1800s, United States economic and military power enabled it to enforce the Monroe Doctrine. The doctrine's greatest extension came with Theodore Roosevelt's Corollary, which came to justify unilateral United States influence in Latin America.

As I hope I have correctly interpreted the Monroe doctrine initially sought to bolster and protect American perimeters from fencing. I assume that the space race has brought a new stage to our international community and completed the American base structure. Recent American world politics have seen the support and implementation of similar political situations providing particularly appropriate response to sensitive democratic treaties, legislation, administration terms and contract licensing.

The address to newer leaders which implies a precedent procedure for the respect of god and approach to humanity according to the church clearly shows a fluidity that would perhaps clarify an Arnold Schwarzenegger term of presidency.

Bringing the church into space will perhaps not be an immediate assumption considering a church on another planet, but, certainly a third of the worlds population would seek council with the church on this planet recognising the Pope as a humanist representing peace and respect to our race.

Fellow-Citizens of the Senate and House of Representatives:

Many important subjects will claim your attention during the present session, of which I shall endeavor to give, in aid of your deliberations, a just idea in this communication. I undertake this duty with diffidence, from the vast extent of the interests on which I have to treat and of their great importance to every portion of our Union. I enter on it with zeal from a thorough conviction that there never was a period since the establishment of our Revolution when, regarding the condition of the civilized world and its bearing upon us, there was greater necessity for devotion in public servants to their respective duties, or for virtue, patriotism, and union in our constituents.

At the proposal of the Russian Imperial Government, made through the minister of the Emperor residing here, a full power and instructions have been transmitted to the minister of the United States at St. Petersburg to arrange by amicable negotiation the respective rights and interests of the two nations on the northwest coast of this continent. A similar proposal has been made by his Imperial Majesty to the Government of Great Britain, which has likewise been acceded to. The Government of the United States has been desirous by this friendly proceeding of manifesting the great value which they have inevitably attached to the friendship of the Emperor and their solicitude to cultivate the best understanding with his Government. In the discussions to which this interest has given rise and in the arrangements by which they may terminate the occasion has been judged proper for asserting, as a principle in which the rights and interests of the United States are involved that the American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European powers.

It was stated at the commencement of the last session that a great effort was then making in Spain and Portugal to improve the condition of the people of those countries, and that it appeared to be conducted with extraordinary moderation. It need scarcely be remarked that the result has been so far very different from what was then anticipated. Of events in that quarter of the globe, with which we have so much intercourse and from which we derive our origin, we have always been anxious and interested spectators. The citizens of the United States cherish sentiments the most friendly in favor of the liberty and happiness of their fellow-men on that side of the Atlantic. In the wars of the European powers in matters relating to themselves we have never taken any part, nor does it comport with our policy so to do. It is only when our rights are invaded or seriously menaced that we resent injuries or make preparation for our defense. With the movements in this hemisphere we are of necessity more immediately connected, and by causes which must be obvious to all enlightened and impartial observers. The political system of the allied powers is essentially different in this respect from that of America. This difference proceeds from that which exists in their respective Governments; and to the defence of our own, which has been achieved by the loss of so much blood and treasure, and matured by the wisdom of their most enlightened citizens, and under which we have enjoyed unexampled felicity, this whole nation is devoted. We owe it, therefore, to candour and to the amicable relations existing between the United States and those powers to declare that we should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere. But with the Governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny, by any European power in any other light than as the manifestation of an unfriendly disposition toward the United States. In the war between those new Governments and Spain we declared our neutrality at the time of their recognition, and to this we have adhered, and shall continue to adhere, provided no change shall occur which, in the judgment of the competent authorities of this Government, shall make a corresponding change on the part of the United States indispensable to their security.

The late events in Spain and Portugal shew that Europe is still unsettled. Of this important fact no stronger proof can be adduced than that the allied powers should have thought it proper, on any principle satisfactory to themselves, to have interposed by force in the internal concerns of Spain. To what extent such interposition may be carried, on the same principle, is a question in ;which all independent powers whose governments differ from theirs are interested, even those most remote, and surely none more so than the United States. Our policy in regard to Europe, which was adopted at an early stage of the wars which have so long agitated that quarter of the globe, nevertheless remains the same, which is, not to interfere in the internal concerns of any of its powers; to consider the government de facto as the legitimate government for us; to cultivate friendly relations with it, and to preserve those relations by a frank, firm, and manly policy, meeting in all instances the just claims of every power, submitting to injuries from none. But in regard to those continents circumstances are eminently and conspicuously different. It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness; nor can anyone believe that our southern brethren, if [left] to themselves, would adopt it of their own accord. It equally impossible, therefore, that we should behold such interposition in any form with indifference. If we look to the comparative strength and resources of Spain and those new Governments, and their distance from each other, it must be obvious that she can never subdue them. It is still the true policy of the United States to leave the parties to themselves, in the hope that other powers will pursue the same course.

U.S. Congress moves to clarify the rules

WASHINGTON The U.S. Constitution specifies that only a "natural born citizen"
can become president of the United States, and after more than two centuries of
uncertainty about the phrase, Congress is taking steps to clarify its meaning.

As the United States has become more diverse, speculation has bubbled up in
presidential races over whether contenders like Senator John McCain, Republican
of Arizona, who was born to American parents in the Panama Canal Zone, are
eligible for the nation's highest office.

Arnold Schwarzenegger, whose name surfaced in presidential speculation after he
won California's governorship, is now barred from the country's top post
because he was born in Austria and only obtained American citizenship in 1983.

The constitutional wording has left doubts about whether those born on foreign
soil are on an equal footing with those whose birth occurred inside the
country's borders, and whether they have the same rights.

Senator Don Nickles, Republican of Oklahoma, wants to spell out, once and for
all, who is a natural born American.

"We should not wait for an election to be challenged," Nickles said when he
introduced his legislation in February, "and the courts to then decide what
'natural born' means."

His Natural Born Citizen Act would include children born outside the United
States to citizen parents or parents able to transfer their citizenship. That
would include McCain, whose parents were citizens, as well as an estimated two
million others who, according to government figures, have been born to U.S.
parents living and working overseas.

Such clarification "provides comfort and certainty to members of the American
military and foreign services," Nickles explained, "as well as expatriate
families, that their children, too, are eligible to run for president.

"These children are no less qualified than children born on American soil, and
they should not be treated differently," he said.

Although it is generally accepted that birth-right citizenship includes both
those born on U.S. soil and overseas to U.S. citizen parents, it was not always
the case, said T. Alexander Aleinikoff, a constitutional scholar who will
shortly become dean of Georgetown University Law School in Washington.

It took Congress until 1790 to pass the Immigration and Naturalization Act, he
said, which gave citizenship to children born overseas - but only when the
father was a U.S. citizen. In 1934, it was extended to include the children of
mothers who were American citizens.

But whether people born in those circumstances can serve as president has never
been set in legal concrete because it has never been challenged, said
Aleinikoff, who specializes in citizenship issues.

"The Constitution does not say you have to be born in the United States, so
there is room to decide what 'natural born' means, but the informal
interpretation that we all accept has never been tested," he said.

"Clearly, though, Article 3 of the Constitution indicates anybody who is
naturalized is not natural born, and this is a ridiculous provision," he said
in an interview. "Foreign born people have served as governors of states that
are larger than many countries."

Currently about 11 percent of the U.S. population, or about 28 million people,
were born outside the United States. That means that about 1 in 10 U.S.
residents cannot run for president, a fact that has grabbed the attention of
the growing number of adoptive parents of children born abroad.

When their children learn about the U.S. government in school, many begin to
realize that part of the American dream can never be theirs – that you can
grow up to be anything, including president.

The Constitution's restrictions, said 9-year-old Maria Rinehart-Jones, who was
adopted from China and now lives in New York, are "a bad idea because not all
Americans who run for president will be as good at it as a Chinese American
might be."

"And, if they don't change the law," she said, "no one will ever know that.”

The number of foreign-born children adopted by Americans rose to more than
21,000 last year. Adoption groups estimate that over that past 15 years, about
190,000 children have been adopted into American homes.

The legislation "underlines how Americans look at families with adopted kids,"
said David Youtz, president of Families with Children from China of Greater New
York. "Adopted kids are not to be denied the same rights as biological

The Constitution specifies that in addition to being "natural born," the
president must be 35 years old and with a minimum 14-year residency in the
country. The same applies to the vice president.

Nickles's legislation, inspired by an aide who adopted two children from
Eastern Europe, does not address immigrants' right to hold America's highest
office. But his colleague Orrin Hatch, Republican of Utah, who chairs the
Senate Judiciary Committee, last year introduced a constitutional amendment to
loosen the prohibition on foreign-born citizens serving as president.

The Constitution's framers chose the term "natural born" not only to highlight
the need for allegiance, but also to eliminate the possibility that foreigners
could exert power over the fledgling government, according to constitutional
experts. Since then, immigrants have served in the highest posts in nearly
every other facet of American life.

Hatch's proposal would allow anyone who has been a U.S. citizen for 20 years,
and completed 14 years of residency to serve as president. (Earlier legislative
proposals, also yet to be passed, would require immigrants to be naturalized
for 35 years before becoming eligible to be president.)

But Nickles figures that his bill may have a better chance of becoming law
quickly because amending the Constitution is typically a years-long process
requiring two-third votes in each House of Congress and approval by 38 states.

California Governor Signs Bill to Reduce Greenhouse Gases through Land-use Planning
On September 30, 2008, California Governor Arnold Schwarzenegger signed S.B. 375, which provides a plan for reducing greenhouse gas emissions through strategic land use and development. The bill directs the State Air Resources Board (ARB) to set regional caps for automobile and light truck emissions that would help the state achieve its greenhouse emissions cap of 1990 levels by 2020 originally set in A.B. 32. The bill also sets forth a “Sustainable Communities Strategy,” which directs metropolitan planning organizations, in conjunction with the ARB, to examine land-use patterns and create long-term housing and transportation plans that can be used to achieve the regional caps.

The World Trade organization has issued a decision in European Communities and Certain Member States – Measures Affecting Trade in Large Civil Aircraft. The United States Trade Representative issued the following statement on the decision:

In findings announced on June 30, 2010, a dispute settlement panel at the World Trade Organization ruled in favor of the United States on a case claiming that launch aid and other subsidies provided by European countries to the Airbus aircraft company over the last four decades caused adverse effects to the interests of U.S. businesses and workers. Here are key findings of the WTO panel:
Launch Aid
The WTO panel found that European governments have provided Airbus more than 15 billion euros (face value) in launch aid – subsidizing every model of aircraft ever produced by Airbus in the last 40 years. This preferential form of financing permitted Airbus to introduce new models by offsetting the enormous costs and extremely high risks that characterize the development of large civil aircraft.
Launch aid provided by Germany, Spain and the UK for the Airbus A380 was prohibited per se under WTO rules because it was conditioned on the export of aircraft.
Infrastructure-Related Subsidies
The WTO panel found that France, Germany and Spain provided more than one billion euros in infrastructure and infrastructure-related grants between 1989 and 2001, including the creation of land in Hamburg to allow Airbus to expand production facilities, extending an airport runway in Bremen to allow Airbus to transport wings to other facilities for aircraft assembly, and transforming agricultural land in Toulouse into industrial facilities for the assembly of the A380.
Share Transfers and Equity Infusions
The WTO panel found that France and Germany provided billions of dollars of share transfers and equity infusions to Airbus between 1987 and 1998.
Research & Development Funding
The WTO panel found that the EU, France, Germany, Spain and the UK provided over one billion euros in funding between 1986 and 2005for research and development directed specifically to the development of Airbus aircraft.
Adverse Effects for the U.S. Aircraft Industry
The Panel found that the above subsidies caused adverse effects to the interests of the United States, in the form of lost sales – involving purchases of Airbus aircraft by easyJet, Air Berlin, Czech Airlines, Air Asia, Iberia, South African Airways, Thai Airways International, Singapore Airlines, Emirates Airlines, and Qantas – and lost market share, with Airbus gaining market share in the EU and many third country markets at the expense of Boeing.
