Administration.

Picture of John F Kennedy.

This post is about balance, every leader of his demographic constituency necessitates the evolving equation, the need to maintain a relationship with it's nature and for it's community to survive it's harmonics, generally speaking, the leader coaches it's evolving process to what he believes it is saying and then considers it's voice among the larger demographics, the larger economics, political profile agenda's, emerging trends among other communities and constitution integrity.

Truefully my own belief, as I watch as other presidents and prime ministers must do, is that man is a natural inquisitive explorer, it must be so, as modern north America has plenty of room for city development expansion and multi region development programmes. It seems though that the momentum for exploration is still for some people ultimately the stars and beyond our natural horizon.
This for sure is an indication that our race will surely be expansive into desert regions on planetoids before they are terraformed, not for mineral wealth, nor for natural object commodity resources on planetoids, but, really, intrinsically for the experience of life, that tells me the decision President Barack Obama has declared with 'the flexible path' is rightly the correct scope for mans extension and space for the presiding future.

John F Kennedy 1964 civil rights speech.

http://www.youtube.com/watch?v=g4Yf5yhWN2g&feature=PlayList&p=EAB7B9566F4C2052&playnext_from=PL&index=31&playnext=2

The bill was introduced by President John F. Kennedy in his civil rights speech of June 11, 1963, in which he asked for legislation "giving all Americans the right to be served in facilities which are open to the public—hotels, restaurants, theaters, retail stores, and similar establishments," as well as "greater protection for the right to vote."
He then sent a bill to Congress on June 19. Emulating the Civil Rights Act of 1875, Kennedy's civil rights bill included provisions to ban discrimination in public accommodations, and to enable the U.S. Attorney General to join in lawsuits against state governments which operated segregated school systems, among other provisions. But it did not include a number of provisions deemed essential by civil rights leaders including protection against police brutality, ending discrimination in private employment, or granting the Justice Department power to initiate desegregation or job discrimination lawsuits.

This speech is as my opinion suggests, among the finest of men in historic records, it eventualises to a category of people a leaders conceptual thinking to all abilities vitalising the approach for a democratically free choice country to appeal to it's own sense of nature, while as yet not comprehending the greater significance of the space race, the role of multi cultural rocket science in community stance's governing heaven entrances to righteous planetary development paths 'old and new' being the operative, compression and thrust, atmospheric integrity has a ghosts chance.

What is possibly on the lips on many of America's community is how could Governor Arnold Schwartzenegger become the presidential candidate and as most would then acknowledge a scholarly inheritant of the American philosophy, realising the American white house job of Presiding America's position in the universe. Truelly, if any were to ask who would be the sum total of the previous 30 years across ''world'' communities, delivering phycho analysis of man's inherent trait, truelly accomplishing the verdict as a prime instigator of the true vote, this man is our future.

He has single handedly taught our fledgling communities what to be afraid of systematically guiding our feeling toward a righteous path. His iconic nature is testament to every proud mans ability to be honest, and really, for some it would be theatrical to see any other path for president unveil.

Among our world of rocket scientists, Arnold Schwartzenegger bring's to the diplomatic table a necessity that the leader be multi capacitated [Ronald reagan acting/George Bush Jr sports director] regarding his versatility with an encouragable space faring nation. The value of such a person is exceptionally regarded among the science community for it's ability to balance an emerging space race.

Congratulations to David Cameroon the new conservative British prime minister, his coalition government with the Liberal democrats, have the opportunity to usher Britain during an evolutionary period testing home political virtue, as is with world development during economic stability continuing across newer developments. A government really built to the management of what should be an uneventful nurturing of business as usual.

Picture of President Barack Obama].

Really my support for the president and his commander Charles Bolden at NASA have been unwavering, simply because to me it is unnatural for any prime minister or president at the summit of their influence to throw it to any opposing faction, particularly in such a politically fickle arena. The constellation program which is still a much debated topic around the space exploration business and probably to a lesser extent the space travel business is a monetary nightmare, it's base foundations were built on the American necessity to test space maneuvers on an infrastructure planned to support a nation and it's ambition, hopes and humanist virtue, while unravelling the best rocket science during interval stage research and development, for me, unfortunately the evidence of talent showed a multitude of talent producing an abundant forte of space vehicles all capable of quality performance, the question to me would be why would I consider it unfortunate? The issue being my modest admiration of the presidents that have built the program on very little knowledge and virtually zero experience of high altitude aeronautics had to explain as they went along, and to needy ears that is probably a difficult situation.

Truelly, the money spent that was accounted for in budgets was declared to a nation that was witnessing a new beginner in space low earth orbit engineering and planning, sometimes the lessons learnt could be quick and cost effective, sometimes they are expensive, embarrassing and educational, all are circumstances that could perhaps have been prevented or luckily advantageous.

For me, I believe that the number of space vehicle's America has developed [probably nearing or more than 100] will be the centrifugal emancipator of all of NASA's kudos when they become available for private stewardship, contracting, licensing and purchasing. New science and the developing knowledge of deep space constantly educate us that commercial space exploration is an international exploit that will be conducted from many sectors of world business and the immediate infrastructure has been built to the required standard that expert organisations like NASA have learnt taught and practice, and thus hopefully, those that have gathered valuable experience from NASA will move to private sector companies such as pharmaceuticals, oil, energy, mining companies and tourism companies.
A huge catalogue of space exploration vessels]

Near space is to be policed with the appropriate standards of any home security organisation which necessitates the entirety of the population, more importantly it's expansion into deep space and the planetoids.

Legislation has been built on the vehicle classification available, but, stringent policy need be adapted on vehicle versatility, capacity and regularity.

Security-Based Transportation Regulations: Giving Coherent Client Advice in a Volatile Rules Climate

Excerpted from Homeland Security: Legal and Policy Issues

The current regulatory environment requires a distinctive approach to giving ongoing legal advice, one that responds to the federal re regulation of transportation in the aftermath of 9/11. This environment is marked by a heightened pace of new regulatory releases, overlapping jurisdiction between federal departments, and a regulatory scheme whose impact is felt across the client's entire supply chain, extending to behavior of employees well beyond legal counsel's traditional circle of senior management and general counsel staffs. Amid this volatility, the lawyer's job is a constant: to help the client achieve its goals of cost control and fulfillment of customer expectations.

A lawyer can most effectively mitigate the clash between regulatory pressure and client priorities through a suitable new practice paradigm, at least until this turbulent rules regime settles down.

First, lawyers should pace the frequency of their client interventions to the accelerated rate at which agencies (or Congress) launch these new protocols and mandate technologies to achieve them. Because these post-9/11 directives have a shorter sequence from concept to implementation than does the more typical U.S. DOT initiative, legal advice simply needs to maintain a faster pace to keep up.

Second, post-9/11 logistics regulatory advice needs to reach a lot more people within the client organization than do legal interventions into situations of less operational complexity. The same is true of the contractors and vendors in the client's supply chain. Those empowered to cause the client company to succeed or fail at compliance are too numerous, and their value contribution too contingent on the performance of others, for lawyers to rely on the conventional memorandum and conference format more typical of legal advice.

Third, lawyers need to present their post-9/11 regulatory advice in a format suitable to supply-chain participants. That format should look less like a traditional memorandum or client conference and more like a Six Sigma schematic or management information "dashboard." Why? Like any other client, those involved in the logistics system need legal advice that they can understand. And they need to be able to implement that advice without much further elaboration by counsel. Because the supply-chain participant's effectiveness tends to depend on multiple other participants in that chain—and those participants are separated by geography, time, and different organizational reporting responsibilities—advice needs to be tailored to this fragmented situation. To provide meaningful regulatory guidance to one of these participants, the lawyer needs to identify that participant's place in the supply chain under consideration. Then the lawyer needs to both assign responsibility to that participant for the contribution expected of her and describe her duties in a way that describes other, complementary requirements.

What this means for the advice format is this: Legal guidance must be given in graphic form and not just verbal, and must be explicit on how each actor to whom that guidance is aimed depends upon others in the supply chain and delivers performance to those others with whom he or she is interdependent.

Most industrial and service firms have long ago translated their day-to-day operations into a pictorial presentation of business process elements. But legal advice still relies heavily on the spoken or written word. And the lawyer's points of contact within the organization tend to be with the legal department or some other functional head—not with each and every person whose own discrete actions may add to or detract from compliance of the entire supply chain.

Clash of the bailout quotes
May 13, 2010 at 5:39 am · Filed under Congress, NASA

So did NASA administrator Charles Bolden say that he would “bail out” commercial crew transportation providers on a scale similar to government bailouts of major automotive and financial companies? That was perhaps the most interesting item in a three-hour hearing yesterday by the Senate Commerce Committee on the future of human spaceflight. During the first panel, which featured Bolden as well as presidential science advisor John Holdren, Sen. David Vitter (R-LA) said, “It was reported to me that in the conference call with Mr. [Neil] Armstrong and Capt. [Eugene] Cernan last week that you had… you told them that you would, ‘do whatever it takes’ to make commercial work, including ‘bailing them out’, even if that would mean ‘a bigger bailout than Chrysler and GM’.”
“I’m not sure I said that,” Bolden responded. However, he went on, “I will do everything in my power to facilitate the success of the commercial entities in access to low Earth orbit. I have to have that.” He went on that as a “contingency planner” he had to look at the possibility the commercial sector would run into difficulties and plan accordingly. When pressed by Vitter about whether he used language like “bailout”, Bolden said, “I don’t remember using the sort of language you used. I don’t remember that.”
However, in the second panel, Cernan said he distinctly recalled hearing the term bailout. Calling Bolden “a dear friend who I ultimately have the ultimate respect for”, Cernan recounted that part of the discussion from last week’s conference call. “Charlie expressed some concern over the potential of the commercial sector to be successful in any reasonable length of time. He indicated we might have to subsidize them until they are successful. And, I can say with authority because I wrote this down and out the words ‘wow’ right next to it, because Charlie did say it may be a bailout like GM and Chrysler. As a matter of fact, it may be the largest bailout in history.”
So did Bolden use the term bailout? If so, it’s hardly the best choice of words for someone trying to advocate for commercial crew transportation, given the strong negative connotations of the term, particularly today. It’s highly unlikely, though, that the scale of any such support for commercial crew providers would approach that of GM or Chrysler (who combined have received $76 billion in loans and equity investments from the federal government since late 2008); those bailouts are also considerably smaller than what some financial firms received at the height of the crisis. Nonetheless, if he did use that language, he did the commercial space industry—and his own agency—no favors.

Lol...

http://www.youtube.com/watch?v=Jy3DSjglIq0

Honestly gentlemen, when your woman ask's you how deep the ocean is on Europa, would you include it's atmosphere as part of the equasion to explain how long it will be before you can kiss her lips on the surface without a space suit?

Will you measure the atmospheric density in the place where you want to build a beautiful little ranch with a pink porch and rope swing on the veranda, multiply it by its surface ground area pressure, then mutiply by the number of breaths for a kiss since you've been gone before you can tell her how deep the sky is that you will be in when you do.

Will you tell her that stratus is a recognition of that kiss? Can you tell her that her breakfast's are being carried by that very knowledge which is itself powering the journey remembering that it is a certainty the warmth of life itself is existing in another place of which heaven itself is a lover of awaiting the reunification of the rapturous equasion itself.

Well anyway, how many planets, moons and planetoids have we done the sums with, how many women's lips to consider.

FAA Office of Commercial Space Transportation Issues First Safety Approval

FAA Commercial Space Transportation Safety Approval
The Office of Commercial Space Transportation (AST) has issued the first-ever safety approval for a Spaceflight Training System. The approval was granted on April 7, 2010 to the National Aerospace Training and Research Center (NASTAR) of Southampton, Pennsylvania, for a centrifuge simulator with the ability to expose flight crew members to the G-forces they will experience during suborbital flights.
The approval process involved a thorough review of the design and operation of the NASTAR STS-400 simulator and on-site observation by AST personnel. NASTAR plans to offer its space flight simulation training to launch operators to support commercial suborbital space flights.

NASA, NSBRI Select Proposals To Support Health On Space Missions

WASHINGTON -- NASA's Human Research Program and the National Space Biomedical Research Institute, or NSBRI, of Houston will fund 11 proposals to help investigate questions about astronaut health and performance on future space exploration missions. The selected proposals, representing 10 institutions in eight states, will receive a total of almost $10 million over a three- to four-year period.

The Human Research Program provides knowledge and technologies to improve human health and performance during space exploration. The program also develops possible countermeasures for problems experienced during space travel.

Goals include the successful completion of exploration missions and preservation of astronauts' health throughout their lives. The program quantifies crew health and performance risks during spaceflight and develops strategies that mission planners can use to monitor and mitigate health and performance risks.

The 11 projects were selected from 50 proposals received in response to a research announcement titled "Research and Technology Development to Support Crew Health and Performance in Space Exploration Missions."

The proposals were reviewed by scientific and technical experts from academia, industry and government. Seven of the projects will be assigned to the Human Research Program's team of principal investigators, while four will join NSBRI's team-based research program.
NSBRI is a NASA-funded consortium of institutions studying health risks related to long-duration spaceflight. The institute's science, technology and education projects take place at more than 60 institutions across the United States.

A complete list of the selected principal investigators, organizations and proposals is available on the Web at:

The western world has Star trek to thank for ignorance of the common medium among our communities that perhaps one day would all need knowledge of basic sciences to survive while evolving on colony planets. Pegasus

Transit Date of principal star:
7 September

--------------------------------------------------------------------------------
Pegasus, the winged horse, flew out of the head of Medusa when Perseus slew her. It was fathered by Poseidon, some time earlier, and waited for the Gorgon's death to appear. (Medusa's story is told under the constellation "Cepheus".)
Athene gave Pegasus to Bellerophon (a grandson of Sisyphus), who used the winged creature in his fight against the Chimaera - a monstrous female with three heads. Bellerophon shot arrows at the beast as he flew above her on Pegasus, then he stuck between her jaws a huge lump of lead. The monster's own breath melted the lead, which then flowed down her throat and burned her to death.

Now Bellerophon was sent off on another mission, which he accomplished with equal aplomb. Flushed with victory, he flew off for Olympus, home of the gods, as if he too were immortal. Zeus sent a gadfly, which stung Pegasus on the bum, and Bellerophon was kicked off the horse. Pegasus went alone to Olympus, where he was used by Zeus to carry around his thunderbolts. As for Bellerophon, for his presumption of greatness, he wandered about the earth for the rest of his life, blind, lame, and shunned by man, until dying of old age.
--------------------------------------------------------------------------------
Pegasus is a conspicuous constellation which includes the so-called "Great Square of Pegasus". However it must now share the northeast corner of the square with Andromeda: delta Pegasus was given to Andromeda, to provide the lady with a head! The stars are generally second and third magnitude. There are several interesting binaries here, a curious flare star, and one outstanding deep sky object.
--------------------------------------------------------------------------------

Double stars in Pegasus:

Kappa Pegasi is a very close binary, with an orbit of only 11.52 years: 4.8, 5.3; presently the companion is at PA 132 degrees and separation of only 0.2". 37 Pegasi is another close binary, with an orbit of 140 years: 5.8, 7.1; presently the companion is found at PA 118 degrees and separation of 0.8". 85 Pegasi is a well-known close binary with orbit of 26.27 years: 5.8, 8.9; currently the companion is at PA 149 degrees and separation of 0.8".

--------------------------------------------------------------------------------

Variable stars in Pegasus:

Epsilon Pegasi is an irregular (Lb type) variable, and a flare star with a relatively cool shell. This supergiant can get as bright as 0.7 magnitude, and dimmer than 3.5. Generally it stays around 2.4.
--------------------------------------------------------------------------------

Deep Sky Objects in Pegasus:

Pegasus has many galaxies and an outstanding globular cluster.

M15 (NGC 7078) is one of the finest globular clusters in the heavens, very bright and compact, at 35,000 to 40,000 light years away. It is found four degrees NW of epsilon Pegasi. NGC 7331 is a spiral galaxy resembling the Milky Way Galaxy; it's as if we were looking at outselves from fifty million light years away. NGC 7479 is a barred spiral galaxy about three degrees due south of alpha Pegasi. Stephan's Quintet is a noted cluster of galaxies half a degree SSW of NGC 7331. See how many of the five you can spot (three is average, four is good).

Peggy lee songs...

This song is for astronauts before they prepare the log, mission summary, notes and reports, I think Peggy Lee organised the arrangement for a huge variety of reasoning, I would suggest concentration modes be prepared for with this song as it stretches the imagination to a plateau of melencholy, ideal for phychology alignments.

It has been researched that the human brain capacity has 15 minutes of productive brain activy for work and mathematic conscious cognitive action per hour.

Peggy Lee certainly increases that capacity with technique beguiling of a seriously accomplished musician bringing music into science in a way that perhaps has not been acknowledged in a world that still beleives music is just an entertainment tool.

It would be correct to acknowledge the skill and professionalism of these musician's of an era when television was not prominant in 9 out of 10 homes, when music was designed for a purpose, usually to promote love and marriage for early relationship that have community supported loyalty bonds built on integrity and faithfulness.
Truelly concentration in micro gravity will become a study when centred on more mondane tasks and is not such an exciting holiday type adrenaline airtime slot of what is perhaps considered a dream come true [exaggerated neuron activity].

I beleive that when someone of our generation gets enough money to acknowledge our needs as men and women on a planet in a vast expanse of space, they will develop the star trek infrastructure as Gene Roddenbury planned.

We have the plan sir, the teachings of Gene Roddenbury's star trek have given us a good fabric of which we will build the Federation.
